I think Paul started to encourage in the first place but they are willingly going along with it. There's no question about it. They are not only going along with it but enjoying bullying Kevin. They think that it'll mess him up for HOH, and then in the same breath they say how he can't win anything which is why he is still there. They're just bullying him for fun. It's definitely their fault too, but Paul tells them to do it and he's wrong too.
