Google, YouTube fined record $170 million for violating children's privacy

Google has agreed to pay $170 million in a settlement with the Federal Trade Commission (FTC) and New York's attorney general over charges that YouTube had made millions of dollars over the years from violating children's privacy laws.

The fine is by far the largest ever imposed on a website for violations of the 1998 Children's Online Privacy Protection Act (COPPA), which requires companies to obtain parental consent before collecting data on children under the age of 13.

Google and YouTube will pay $136 million to the FTC and the remaining $34 million will go to the New York attorney general's office.
The FTC alleged that YouTube violated COPPA by collecting the personal information of users who watched videos that were clearly directed toward children and then used that data to serve up targeted advertising.

"YouTube touted its popularity with children to prospective corporate clients," FTC Chairman Joseph Simons said in a statement. "Yet when it came to complying with COPPA, the company refused to acknowledge that portions of its platform were clearly directed to kids. There's no excuse for YouTube's violations of the law."

Under the agreement, YouTube will also have to require content creators uploading videos to designate whether they're intended for children. Last week, the site announced that it was launching a separate site for children's content.

In a blog post on Wednesday morning, YouTube CEO Susan Wojcicki said that the site would be disabling all targeted advertising on videos intended for children.

"Today's changes will allow us to better protect kids and families on YouTube, and this is just the beginning," Wojcicki wrote. "We know how important it is to provide children, families and family creators the best experience possible on YouTube and we are committed to getting it right."

The latest penalty is considerably higher than the previous record COPPA fine, which came earlier this year when the popular social media platform TikTok agreed to pay $5.7 million to the FTC.

Despite the record fine, the FTC is again facing criticism from privacy advocates who believe the agency isn't going far enough to crack down on tech giants, which have been the subject of heightened regulatory and political scrutiny over a number of privacy concerns.

The FTC approved the settlement in a 3-2 vote along party lines, with both Democrats on the commission dissenting and criticizing what they see as a paltry fine and a lack of meaningful constraints on Google and YouTube's business model.

"This outcome here is also inconsistent with how we approach other violators of COPPA," dissenting Commissioner Rohit Chopra said in a statement.

"When small players and upstarts violate COPPA, the companies pay dearly and the executives are investigated and, if liable, held personally accountable. Here, where a dominant incumbent engaged in widespread violations, the company is paying a slice of their profits from wrongdoing and executives avoid scrutiny."

The move comes as the FTC is still weathering criticism over a record $5 billion settlement it reached with Facebook in July for privacy violations stemming from the company's practices that led to the Cambridge Analytica scandal.

Critics argue that, despite the relatively large sum, the $5 billion settlement was insufficient to deter a firm worth nearly $500 billion from further wrongdoing and said that the conditions of the settlement lacked meaningful restraints.

Wednesday's settlement marks the third time the FTC has sanctioned Google over privacy violations since 2011. That year, the company entered into a consent agreement with regulators over charges that it had deceived users about its privacy practices. A year later, the FTC fined Google $22.5 million for violating the consent agreement by tracking users of Apple's Safari browser without their knowledge.

Children's privacy advocates have repeatedly complained about YouTube's practices to regulators over the years, alleging that the company was collecting substantial profits by systematically violating COPPA.

When privacy groups found out about the proposed conditions in the settlement earlier this summer, they argued that a requirement to designate whether content is meant for kids would effectively let YouTube off the hook and leave the responsibility of COPPA compliance with content creators.

Democratic Commissioner Rebecca Slaughter, who voted against Wednesday's announced fine, said that the settlement should have included a requirement that YouTube police its site for potential violators who continue to serve up targeted ads to children without parents' permission.

She noted in a statement that the agreement does not prevent other state attorneys general from pursuing a more restrictive settlement with YouTube over the privacy violations that the FTC uncovered.

"This order will make YouTube safer for children than it has been, but, without a backstop to catch inappropriately designated content, it will not make YouTube safe enough," Slaughter said. "More action is needed, and I hope that our partners in state attorneys' general offices can finish the job."

Tonight on ABC after weeks of drama, romance & more Bachelor in Paradise airs an all-new Tuesday, September 3, 2019, episode and we have your Bachelor in Paradise recap below.  On tonight Bachelor in Paradise Season 6 Episode 10 as per the ABC synopsis, "Those left in Paradise attempt to reassure themselves by checking in with their romantic partners to make sure they are all on the same page. Clay, still conflicted about his feelings toward Nicole and Angela, contemplates a drastic resolution to his situation.

Blake comes to a realization about his hopes for love, but it will depend on Kristina offering him a rose this week, so all eyes are on her. One well-liked man will not receive a rose, leaving him to wonder when he will find love."

Clay and Chris think it is sad that Derek is gone, but Will thinks it is the best thing that he left, even though it was sad. Demi is sad as well, but she thinks Derek did what he needed to do. Derek's leaving really puts things in perspective for Blake; he feels like he has burned all his bridges with the women there are really doesn't even know why he is still there.

Jean-Paul Jones is speaking Chris and he says he doesn't feel like he said anything wrong to Derek. Chris says maybe, but he is sure he will look back at this experience and say he could have handled things differently.

JPJ is happy Derek left but he is sad that Tayshia broke down. He is trying to give her some time because she is the only woman he can imagine spending the rest of his life with.

Its night time, Tayshia and Mike are down by the beach talking. She tells him that she felt like her heart was in it with JPJ, but now she is not sure.. She knows that what she did with Derek was the right thing to do, but she doesn't know if she can't get to the same place with JPJ.
This week has been emotionally draining but Demi doesn't care, all she cares about is she and Kristian. Demi has no more doubts or confusion.

JPJ goes to speak to Tayshia and tells her that he just wants to touch base with her. She tells him that she was fighting her battles with Derek, and didn't like that he was pressuring her. She asks him to look her in the eye and tell her that he trusts her, he does. JPJ says he is just excited to spend more time with her, it is hard for him not to be happy around her because she brightens her days. The two hug but Tayshia is having a tough time thinking long term with him.

Chase arrives in paradise, he has a date card and doesn't have to think about who he wants to spend his time with, he wants Angela. Clay can't believe it, now he has to see his ex date other people. Meanwhile, Nicole is happy, the less she has to see of Angela, the better in her opinion. Clay is upset, he didn't sign up for this, to date a new girl and have Angela flaunt her dates in front of him. If this continues, he may leave paradise.

Blake is still bumped that Derek left, he is really just existing and struggling to stay there. Blake can't believe he is in the position that he is. He looks over and sees Kristina and a light bulb goes off, what he needs was right there in front of him this whole time. Blake asks to go talk in private and Kristina thinks it is weird. He tells her that he has been thinking a lot about her and there is a reason why they have been gravitating towards each other. He goes on to say that he can't stop thinking about her, she says it is weird. He says he knows, sometimes she drives him crazy. Kristina is confused, is Blake acting like this just because he wants a rose. Kristina asks for time to process what he said because she is not convinced at all.

Mike sits down with Clay and thanks to him for not blowing up with him for going out with his ex. Clay confides in Mike how hard it is to have Angela there, with him dating Nicole. Mike says that he feels Clay left a door open with Angela and he should give her clarity and very direct honesty, for the sanity of everyone in paradise.
Its time for the cocktail party, Chris is there and reminds all the men that if they are not in a relationship, then they might be going home – the time is of the essence.

Sydney tries to connect with Matt but he is so slow in kidding her. Hannah asks if he is going to kiss her and he says that he is a gentleman and will do it when the time is right. Demi tells him that it doesn't have to be full-on, it can just be a peck. He sits down with Chris who tells
him that he is in paradise and he would rather get kicked in the teeth than not give it a shot.

Matt is so nervous that JPJ has to wipe the sweat off his back. Matt interrupts Sydney who is talking to Tayshia, to go have a chat with him. Sydney gives him permission to kiss her, he leans in and does it – everyone is cheering them on.

Chris tells Katie that he wants her to be exclusively his girlfriend and she thrilled, she thinks maybe he doesn't see a life outside of paradise with her.

Clay asks Angela to go for a walk to talk. He tells her that it was a shock to see her walk down the stairs of paradise and it is hard to see her dating other men. He goes on to say that he respects her and thinks the world of her, and although he wanted it to work out for them, he doesn't feel they were on the same page. He says that her goals were to be a wife and mother and his goals were not the same. She says that he says that he wasn't as far along as her yet two days before he broke up with her, he asked what does she think their babies would like. Angela asks why he is doing this, why they can't just co-exist. Angela asks if they can just go back to the bar – they do.

Blake sits down with Kristina, she asks him if he is doing all this to get a rose. He says he knows why she is skeptical, but all this time, she has been right in front of him. He said he buried it deep because he was afraid to disappoint her. She asks how can she trust him, he says let him prove it to her and give him a chance.

Time for the rose ceremony. Chris says this has been an inspiring and eye opening week for everyone. Nicole is first, she gives her rose to Clay – Angela to Chase – Kristian to Demi – Hannah to Dylan – Katie to Chris – Haley to Luke – Caelynn to Connor – Sydney to Matt – Tayshia to Jean Paul Jones – Kristina to Blake. Mike is heading home.

The next day, all the couples are happy. Blake and Kristina are talking and she reminds him that the rose she gave him the night before was no longer a friendship rose but a promise of something more. Blake wants to kiss her, but he wants to take things slow. All of a sudden, Bri walks into paradise and chooses Blake to go chat with. Kristina is a little worried, she is 99% sure Blake wants to pursue things with her, but there is always that 1% that she has to worry about with him. Hannah knows that Bri wants to take Blake on that date, she was all over him at the wedding. The longer Blake is with her, the angrier Kristina is getting.

Blake returns to the bar and asks Kristina to go chat. He admits to her that Bri wanted to take him on the date, but he told her no, he knows what he wants right now. Kristina is relieved. Blake says it is one step in showing her that he really wants to give this a shot with her.

Bri then asks Matt to go on a date with her and he says yes. Sydney tells the girls that she hopes it is a terrible date. Matt has no time kissing Bri on their date.

Caelynn is happy in paradise with Connor, he is safe. All of a sudden, Dean returns to paradise, and his mustache is gone. He walks right over to Caelynn and asks to speak to her. Everyone is shocked and can't believe he is back. They sit down, he tells her that he came to paradise and it was the best date that he ever had with her – but as they got closer, he kept her at arms length. He went home, couldn't stop thinking about her and wanted to come back and tell her that he made a mistake. She admits they had something passionate and great, but she is really confused. She tells him that she wants a partner in life, he says he does too, but it took him some time to realize that. He came back to tell her that he wants to be in a relationship with her. He tells her that he ran away from a really good thing, he hasn't got it all worked out, but he knows that he wants to be in a relationship and stop running away from the good things in his life. Then he asks her, if she will leave paradise with him today.

I love how people who shall remain nameless call Steffy entitled without remembering the fact that when Steffy started working for the company, she worked in the mailroom. Meanwhile Hope was handed HFTF by her aunt, and Xander and Zoe were given a posh internship (Xander) and a modeling deal after walking one runway (Zoe). But please, continue to tell me how Steffy who worked her way up in the company and was smart enough to get back the original Forrester shares in the company from someone everyone considers evil, is somehow entitled. Bachelor in Paradise Recap 09/03/19: Season 6 Episode 10

Tonight on ABC after weeks of drama, romance & more Bachelor in Paradise airs an all-new Tuesday, September 3, 2019, episode and we have your Bachelor in Paradise recap below.  On tonight Bachelor in Paradise Season 6 Episode 10 as per the ABC synopsis, "Those left in Paradise attempt to reassure themselves by checking in with their romantic partners to make sure they are all on the same page. Clay, still conflicted about his feelings toward Nicole and Angela, contemplates a drastic resolution to his situation.

Blake comes to a realization about his hopes for love, but it will depend on Kristina offering him a rose this week, so all eyes are on her. One well-liked man will not receive a rose, leaving him to wonder when he will find love."

Clay and Chris think it is sad that Derek is gone, but Will thinks it is the best thing that he left, even though it was sad. Demi is sad as well, but she thinks Derek did what he needed to do. Derek's leaving really puts things in perspective for Blake; he feels like he has burned all his bridges with the women there are really doesn't even know why he is still there.

Jean-Paul Jones is speaking Chris and he says he doesn't feel like he said anything wrong to Derek. Chris says maybe, but he is sure he will look back at this experience and say he could have handled things differently.

JPJ is happy Derek left but he is sad that Tayshia broke down. He is trying to give her some time because she is the only woman he can imagine spending the rest of his life with.

Its night time, Tayshia and Mike are down by the beach talking. She tells him that she felt like her heart was in it with JPJ, but now she is not sure.. She knows that what she did with Derek was the right thing to do, but she doesn't know if she can't get to the same place with JPJ.
This week has been emotionally draining but Demi doesn't care, all she cares about is she and Kristian. Demi has no more doubts or confusion.

JPJ goes to speak to Tayshia and tells her that he just wants to touch base with her. She tells him that she was fighting her battles with Derek, and didn't like that he was pressuring her. She asks him to look her in the eye and tell her that he trusts her, he does. JPJ says he is just excited to spend more time with her, it is hard for him not to be happy around her because she brightens her days. The two hug but Tayshia is having a tough time thinking long term with him.

Chase arrives in paradise, he has a date card and doesn't have to think about who he wants to spend his time with, he wants Angela. Clay can't believe it, now he has to see his ex date other people. Meanwhile, Nicole is happy, the less she has to see of Angela, the better in her opinion. Clay is upset, he didn't sign up for this, to date a new girl and have Angela flaunt her dates in front of him. If this continues, he may leave paradise.

Blake is still bumped that Derek left, he is really just existing and struggling to stay there. Blake can't believe he is in the position that he is. He looks over and sees Kristina and a light bulb goes off, what he needs was right there in front of him this whole time. Blake asks to go talk in private and Kristina thinks it is weird. He tells her that he has been thinking a lot about her and there is a reason why they have been gravitating towards each other. He goes on to say that he can't stop thinking about her, she says it is weird. He says he knows, sometimes she drives him crazy. Kristina is confused, is Blake acting like this just because he wants a rose. Kristina asks for time to process what he said because she is not convinced at all.

Mike sits down with Clay and thanks to him for not blowing up with him for going out with his ex. Clay confides in Mike how hard it is to have Angela there, with him dating Nicole. Mike says that he feels Clay left a door open with Angela and he should give her clarity and very direct honesty, for the sanity of everyone in paradise.
Its time for the cocktail party, Chris is there and reminds all the men that if they are not in a relationship, then they might be going home – the time is of the essence.

Sydney tries to connect with Matt but he is so slow in kidding her. Hannah asks if he is going to kiss her and he says that he is a gentleman and will do it when the time is right. Demi tells him that it doesn't have to be full-on, it can just be a peck. He sits down with Chris who tells
him that he is in paradise and he would rather get kicked in the teeth than not give it a shot.

Matt is so nervous that JPJ has to wipe the sweat off his back. Matt interrupts Sydney who is talking to Tayshia, to go have a chat with him. Sydney gives him permission to kiss her, he leans in and does it – everyone is cheering them on.

Chris tells Katie that he wants her to be exclusively his girlfriend and she thrilled, she thinks maybe he doesn't see a life outside of paradise with her.

Clay asks Angela to go for a walk to talk. He tells her that it was a shock to see her walk down the stairs of paradise and it is hard to see her dating other men. He goes on to say that he respects her and thinks the world of her, and although he wanted it to work out for them, he doesn't feel they were on the same page. He says that her goals were to be a wife and mother and his goals were not the same. She says that he says that he wasn't as far along as her yet two days before he broke up with her, he asked what does she think their babies would like. Angela asks why he is doing this, why they can't just co-exist. Angela asks if they can just go back to the bar – they do.

Blake sits down with Kristina, she asks him if he is doing all this to get a rose. He says he knows why she is skeptical, but all this time, she has been right in front of him. He said he buried it deep because he was afraid to disappoint her. She asks how can she trust him, he says let him prove it to her and give him a chance.

Time for the rose ceremony. Chris says this has been an inspiring and eye opening week for everyone. Nicole is first, she gives her rose to Clay – Angela to Chase – Kristian to Demi – Hannah to Dylan – Katie to Chris – Haley to Luke – Caelynn to Connor – Sydney to Matt – Tayshia to Jean Paul Jones – Kristina to Blake. Mike is heading home.

The next day, all the couples are happy. Blake and Kristina are talking and she reminds him that the rose she gave him the night before was no longer a friendship rose but a promise of something more. Blake wants to kiss her, but he wants to take things slow. All of a sudden, Bri walks into paradise and chooses Blake to go chat with. Kristina is a little worried, she is 99% sure Blake wants to pursue things with her, but there is always that 1% that she has to worry about with him. Hannah knows that Bri wants to take Blake on that date, she was all over him at the wedding. The longer Blake is with her, the angrier Kristina is getting.

Blake returns to the bar and asks Kristina to go chat. He admits to her that Bri wanted to take him on the date, but he told her no, he knows what he wants right now. Kristina is relieved. Blake says it is one step in showing her that he really wants to give this a shot with her.

Bri then asks Matt to go on a date with her and he says yes. Sydney tells the girls that she hopes it is a terrible date. Matt has no time kissing Bri on their date.

Caelynn is happy in paradise with Connor, he is safe. All of a sudden, Dean returns to paradise, and his mustache is gone. He walks right over to Caelynn and asks to speak to her. Everyone is shocked and can't believe he is back. They sit down, he tells her that he came to paradise and it was the best date that he ever had with her – but as they got closer, he kept her at arms length. He went home, couldn't stop thinking about her and wanted to come back and tell her that he made a mistake. She admits they had something passionate and great, but she is really confused. She tells him that she wants a partner in life, he says he does too, but it took him some time to realize that. He came back to tell her that he wants to be in a relationship with her. He tells her that he ran away from a really good thing, he hasn't got it all worked out, but he knows that he wants to be in a relationship and stop running away from the good things in his life. Then he asks her, if she will leave paradise with him today.

I love how people who shall remain nameless call Steffy entitled without remembering the fact that when Steffy started working for the company, she worked in the mailroom. Meanwhile Hope was handed HFTF by her aunt, and Xander and Zoe were given a posh internship (Xander) and a modeling deal after walking one runway (Zoe). But please, continue to tell me how Steffy who worked her way up in the company and was smart enough to get back the original Forrester shares in the company from someone everyone considers evil, is somehow entitled. Steffy is a lot of things... but she worked her ass off to get where she is... literally. Have you seen her bottom? She put some work into that. Respect!
