They were all concerned due to having already voted him out one that he was a wild card. He wasn't helping much because he wasn't really saying what he would due if he was in power who he would target or go after. They figured Haleigh was an easier target to get rid of so they targeted Scottie first and let her remain in the house another week to get rid of her afterwards. Her social game during this time while Scottie was being vague probably helped as well.
