As I said, SWAT was a repeat, so showing a repeat from last season over a new episode of another show that was scheduled to air makes no sense at all.

They preempted the 2nd hour I believe because they chose to show an election special and instead of a new TAR at 9 pm they chose to run the SWAT rerun they were going to show at 10 (which makes no sense since any new show is almost more likely to get higher ratings than a repeat, but you don't know what they were thinking
